This file was attributed to Wikipedia, "DrRandomFactor." That is not a Wikipedia user name. It is a Commons user, and the file was uploaded here. It is unclear where DrRandomFactor got the image, but it is possible that the shield shown, in his version,[1], is more accurate, but I have not reviewed this in adequate detail to be sure. Source is wrong, i've just seen it and fixed it. The author, "DrRandomFactor", as how you said is a Commons user.
