This photo is at 609 Avenida Roque Sáenz Peña, Buenos Aires, Argentina (corner with Bartolomé Mitre and Florida).

It's one of several buildings called "Edificio Bencich". It was designed by French architect Eduardo le Monnie and constructed by the Bencich brothers, hence the name.
