There are two contradictory licenses on this image, both of which seem to me almost certainly wrong. I doubt that User Skunkcrew is the copyright holder with rights to license. I also doubt that Arizona state seal was created as a work of the US Federal Government; indeed the link giving the history specifically says otherwise. -- Infrogmation of New Orleans (talk) 15:22, 24 April 2024 (UTC)[reply]

The SVG vectorization was done by the federal government. Each different drawing of a seal has an independent copyright (see Commons:Coats of arms). The written design in state law is actually irrelevant to the copyright of the drawing, though many assume otherwise. So we look to see where the particular drawing came from. This one is a straight copy of File:State Seal of Arizona.svg (which also has the PD-USGov license), as that is the source of the vectors. User Skunkcrew took that and changed the colors, so any "own work" and CC0 license of his is limited to that aspect. In the U.S., there is no copyright on that change. In other countries unlikely but maybe possible. Unsure if that is enough reason to leave that license; I'm not opposed to removing it and also removing "own work" mention. The vectorization and drawing came from a series of seal drawings done by the U.S. government. The original was found in a CDC PDF file, but they have also turned up (in bitmap form) on U.S. embassy websites. Carl Lindberg (talk) 17:33, 24 April 2024 (UTC)[reply]
