I found the image on the LoC's P&P web site, it is this one (id=ppmsc.03837) but there is no mention of the 1896 date, It only states that it was Creates/Published between ca. 1890 and ca. 1900.
There is also a note saying that the title (Loading codfish, Archangel, Kola Peninsula, Russia) was added comes from the Detroit Publishing Co., catalogue J--foreign section, Detroit, Mich. : Detroit Publishing Company, 1905, but since the wrintings on the picture are in both french and Russian (cyrilic characters anyway), I strongly doubt that this company was the first publisher of this picture so {{PD-US}} does'nt seem to be the right license tag. Since I found no indication of the author nor his date of death, I don't think I can honestly tag this image with {{PD-Old}}. I think I read on en:Wikipedia:Public Domain that works published outside the US prior to 1909 are Public domain in the US but might not always be PD in their original country, but I have no clue on which license tag should be used in those cases.
