Yes, from strictly internal evidence this could perhaps be crossing Second at Pike (the north end of the block-long Bon Marché) but compare the tram tracks in File:Women crossing downtown street, Seattle, ca 1917-ca 1920 (SEATTLE 4521).jpg; this is clearly the same place.
