Col. Ocker, Father of Blind Flying, In Army, Is Dead a Col. William C. Ocker Washington. (Associated Press) Col. William C. Ocker, 66, U. S. A., retired, known as The Father of Blind Flying in military aviation, and credited with development of many of the advances in instrument flying, died here last night.
