Description Office buildings in downtown Washington, looking northwest from Washington Monument. Many of them were built in the 1970s and 1980s. They were designed for the maximum allowable amount of usable space. National Cathedral is in the background. It is on the highest point in the District of Columbia, off Massachusetts Avenue.
