Viorel Chetraru s-a născut pe 13 octombrie 1974 în Cimişlia, satul Marienfeld. În anul 1996, a absolvit Academia “Alexandru Ioan Cuza” din Bucureşti a MAI al României, după care şi-a continuat activitatea in Chişinău, în cadrul Comisariatului de poliţie Centru, în funcţiile de: inspector, inspector superior, inspector principal, şef de serviciu în Poliţia economică.

În perioada 2001-2003, activează în cadrul Centrului pentru combaterea crimelor economice şi corupţiei în calitate de şef al Direcţiei de investigaţii operative, şef-adjunct al Direcţiei generale teritoriale Chişinău (DGT Chişinău) a CCCEC, iar ulterior - şef al Direcţiei investigatii a CCCEC.

În anul 2003, este numit şef al Direcţiei delicte transfrontaliere şi informaţionale a Ministerului Afacerilor Interne, apoi al Direcţiei inspectări şi supravegheri. Concomitent, a făcut masteratul la Academia de poliţie “Ştefan cel Mare”, facultatea “drept economic” şi la Academia de Administrare Publică de pe lângă preşedintele Republicii Moldova - “masterat de cercetare în administrare publică”.

La data de 4 noiembrie 2009, devine director al CCCEC, iar în anul 2012, 25 octombrie, în urma unui concurs public, este desemnat candidat la şefia Centrului Naţional Anticorupţie (succesor al CCCEC) şi este votat în Parlament de 53 de deputaţi. În anul 2012, competenţele de combatere a infracţiunilor economice şi de revizie sunt excluse din competenţa Centrului, CNA devenind o agenţie exclusiv anticorupţie.

În perioada mandatului de director al CNA (25 octombrie 2012-25 octombrie 2017), instituţia şi-a sporit prezenţa în sfera publică, manifestată prin reţinerea a zeci de funcţionari de stat de rang înalt: miniştri, viceminiştri, deputaţi, primari, şefi de agenţii, un ex-premier etc. Majoritatea persoanelor reţinute au fost condamnate de instanţele de fond, pe unele cazuri fiind şi decizii definitive. În urma intervenţiei CNA, două Guverne au fost demise pentru “suspiciuni de corupţie”.

Obiectivele Centrului Naţional Anticorupţie, în perioada şefiei generalului Viorel Chetraru, au fost orientate spre combaterea corupţiei mari, promovarea mai multor legi din “pachetul anticorupţie”, inclusiv Legea Integrităţii, precum şi instituirea a două subdiviziuni noi, în cadrul CNA, cu competenţe de recuperare a bunurilor infracţionale – ARBI şi de testare a integrităţii profesionale – Direcţia asigurarea integrităţii.

Pe parcursul activităţii sale, în calitate de şef al CNA, Viorel Chetraru a absolvit cursurile Colegiului National de Afaceri Interne din Romania in domeniul Managementului Strategic al Afacerilor Interne specializarea Ordine si Siguranta Nationala şi a susţinut teza de doctor în Drept la Academia MAI “Ştefan cel Mare”.

Generalul Viorel Chetraru are 43 de ani, este căsătorit şi are doi copii.

Biography

Viorel Chetraru was born on October 13, 1974 in the village of Marienfeld, district Cimișlia. He graduated from the "Alexandru Ioan Cuza" Academy of the Ministry of Internal Affairs, from Bucharest, Romania in 1996. Later on, he continued his activity at the Central police station of Chisinau, as inspector, chief inspector, head of department in the Economic Police. In the period 2001-2003 he occupied several positions within the Centre for Combating Economic Crimes and Corruption (CCECC): head of the Operative Investigation Department, deputy chief of the General Territorial Department Chisinau and head of the Investigation Department. In 2003 he was appointed as head of the Cross-border and informational offenses Department of the Ministry of Internal Affairs, then head of the Inspection and Supervision Department. At the same time, he got his Master degree in the field of Economic Law at the "Stefan cel Mare" Police Academy and research Master degree in Public Administration at the Academy of Public Administration of the Republic of Moldova. He became the director of CCECC on November 4, 2009 and since October 25, 2012 he was the director of National Anticorruption Centre (NAC), the previous CCECC, being selected as winner of the public contest and appointed to office by the Parliament with the votes of the majority of the 53 elected MPs. In October 2012 NAC was established following the reorganization of the former Center for Combating Economic Crimes and Corruption. At that moment, the mandate of the NAC was limited to the prevention and combating of corruption and money laundering, economic crimes and inspection being excluded from its competences. During the term of Chetraru’s office as director of CNA (25 October 2012 - 25 October 2017) the institution increased its presence in the public sector, with the detention of dozens of senior state officials: ministers, vice-ministers, members of the Parliament, an ex-prime-minister, etc. Most of them were convicted. NAC’s investigation of the high-level officials generated the dismissal of two Governments by the Parliament for suspicion of corruption. Under Chetraru’s leadership, NAC has made notable progress in combating high-level corruption, promoting several anti-corruption draft laws, including the Law on Integrity, as well as the establishment of two new subdivisions within NAC, one with criminal assets recovery competencies - ARBI and another with professional integrity testing competencies - the Integrity Department. During his activity as head of NAC, Viorel Chetraru studied Strategic Management, graduating from the National College of Internal Affairs of Romania, specialization Order and National Security. He holds since 2013 a Ph.D. in Law.

The Major General Viorel Chetraru is 43 years old. He is married and has 2 children.
