At the opening of the next session ofCongress he returned to the capital, and presided over the Senate untilthe expiration of his term of office. Then he delivered his valedictory,went to the West, and, after traveling through several States, took up hisresidence with an Irish exile named Harman Blannerhassett, who hadlaid out an estate and built a splendid mansion on an island in the Ohio,just below the mouth of the Muskingum. Here Burr made a wickedand treasonable scheme against the peace and happiness of the country.His plan was to raise a sufficient military force, invade Mexico, wrest thatcountry from the Spaniards, detach the Western and Southern States fromthe Union, make himself dictator of a South-western empire, and perhapssubvert the government of the United States.
