Whereas objects of interest to the United States require that the Senateshould be convened at 12 oclock on the 4th of March next to receiveand act upon such communications as may be made to it on the part ofthe Executive: Now, therefore, I, FrankHn Pierce, President of the United States,have considered it to be my duty to issue this luy proclamation, declaringthat an extraordinary occasion requires the Senate of the United Statesto convene for the transaction of business at the Capitol, in the city ofWashington, on the 4th day of March next, at 12 oclock at noon of thatday, of which all who shall at that time be entitled to act as membersof that body are hereby required to take notice. James Buchanan James Buchanan was born near Mercersburg, Pa., April 23, 1791.His father, James Buchanan, a Scotch-Irish farmer, came from the countyof Donegal, Ireland, in 1783. His mother was Elizabeth Speer. Thefuture President was educated at a school in Mercersburg and at Dickin-son College, Pennsylvania, where he was graduated in 1809. Began topractice law in Lancaster in 1812. His first public address was made atthe age of 23 on the occasion of a popular meeting in Lancaster after thecapture of Washington by the British in 1814. Although a Federalistand wdth his party opposed to the war, he urged the enlistment of volun-teers for the defense of Baltimore, and was among the first to enroll hisname.
