Thomas Burke (1849-1925) was born in Clinton County, New York, of Irish descent. He studied law and became the city attorney for Marshall, Michigan. He moved to Seattle in 1875, and became a judge and quickly rose to the position of Chief Justice of Washington State Territory. He also worked in the railroad business, establishing a railroad with Daniel H. Gilman. The railroad they built was called the Seattle, Lake Shore & Eastern Railway. Judge Burke stood up for racial tolerance during anti-Chinese riots in 1886. He was married to Caroline E. McGilvra.
