On account of its national character, as well asits length, this is a war of attrition. In previouswars professional soldiers fought with their ownresources, and settled between themselves thequarrels of nations. To-day, it is the nations,with all their forces, human and material, thattake part in the struggle; they fight till one ofthe adversaries is completely exhausted. Thusattrition, which applies to both men and mate-riel, is bound to be a factor of importance indeciding the war. Attrition in men is irreparable; it takes twentyyears for a child to reach the fighting age. Itmay be estimated by comparing the total num-ber of men called to the colors at the beginningor during the course of the war, with the totalnumber of killed, permanently disabled, andcaptured. ?
