The United States—Civil Service 1667 partial escape from the heavy responsibilities of universal appointment. Underhis administration, the first civil service bill was passed by Congress, andGeorge W. Curtis of New York, the chief advocate of the reform, was made itsdirector. But members of Congress found their political powers so reduced bythe loss of such appointments as they had controlled, that they supported thenew system only under compulsion, and after a few years ventured to suppressthe entire civil service organization by failing to vote any money for its ex-penses. Gradually, however, the public voice became insistent for reform. Presi-dent Garfields murder came as an avowed culmination of the evils of the spoilssystem, and the most hardened politicians dared no longer resist the rising sen-timent against it. The great Civil Ser/ice Act was passed by all partiesunited, January 6, 1883. President Arthur gladly approved and enforced it,and every President since has been hear
