ADOPTS ROBERTS RULES. Article IX. The rules of procedure atthe national convention shall be those setforth in Roberts rules of order. In submitting this report the commit-tee recommends that this caucus autlior-izes a connnittee on constitution, whichshall prepare and present a constitution atthe November national convention, andthat this committee shall be empowered topresent this constitution to the differentstate organizations as soon as may be pos-sible.
