Dispatches whicli found theirway out of Austria revealed that a stateof chaos existed there. Cities were floodedhy the soldiers returning in disorder. Thedemoralized troops were plundering andrallying to the banners of a score of incip-ient revolts. Of food there was little andthe returning soldiers seized what little ofthat there was. On November 8th, from the German com-mission within the French lines, there wassent a courier who liore the terms of tlieAllies to the German council at Spa. Ger-many was given seventy-two hours in whichto answer, but the request that fightingcease until that time was refused by Gen.Foch.
