The new plantations council, commis-sioned by the King in December, 1660, sent a per-emptory letter the following April ordering thecolony to proclaim the King in the most solemnmanner, and to hold herself in readiness to answercomplaints by appointing persons well instructedto represent her before itself in England. At thesame time, it begged the King to go slowly, givingMassachusetts an opportunity to be heard, andto write a letter with all possible tenderness,pointing out that submission to the royal authoritywas absolutely essential.
