MR. LLOYD GEORGE AS SECRETARY FOR WAR, IN CONSULTATION WITH M. BRIAND, THE FRENCH PREMIER. was concentration of responsibility in LordKitcheners own hands, while every day in-creased the necessity for delegation of responsi-biUty. At last, just before Clxristmas, afterLord Kitchener had retmned from the visit—a preface to the evacuation of Gallipoli—which, at the request of his colleagues, hemade to the Eastern theatre of war, theImperial General Staff was reorganized withSir William Robertson as its chief.
