First, the image is a mechanical scan that does not constitute a work of original authorship in and of itself (i.e., it is a faithful reproduction of the cover itself without modification, rather than a creative photo of the book cover). Second, the image only contains information in the public domain: a public-domain illustration and a small amount of text. Although specific authorship/publication info for the illustration has not been identified, its publication has been dated to circa 1815; even assuming a margin of error of 100 years, it would be will within the public domain. The minor alterations, layout, and textual elements do not cross the threshold of originality and thus do not result in a separately copyrightable work.
