It was agreed that tworepresentatives of the men would be attached to Arsenal Or-ders in Washington, and that one man in each arsenal wouldadvise with the commanding officer on matters relating tothis competitive work. WORKS ORGANIZATION PLAN, ROCK ISLAND ARSENAL ing the ten months life cf this systematic attempt to secureorders from other governmental departments, Mr. Irwin re-ports that many interesting, satisfactory and even brilliantresults have been shown. He also states, however, that theseten months have brought into sharp focus the need for a muchmore careful analysis of the manufacturing problems pre-sented in the attempt to find articles possible to manufacturein arsenals which were designed for highly specialized warproduction. The failure to estimate adequately the importanceof production problems and the necessity for making clear inthe minds of ordnance officials the extent to which militaryestablishments were to be changed from their specialized dutieshave, it is stated, been the principal underlying causes on thetechnical, if not on the human side, of the various storms,which have blown about Arsenal Orders.
