SPATCHING SYSTEMLike most of the city railways in the West, the Seattle linesare operated by a telephone despatching system. Although afew of the short lines still operate on schedules, most of thesystem is despatched from the central office. The despatchingforce consists of three men, working on eight-hour shifts. Thenight man, after the last cars are in, acts in the capacity ofwatchman, looking out for fire calls and blows the work whistlefor the shop in the morning. The despatchers record all carruns on the usual large sheets, making special note of inter-ruption to traffic, cars turned in on account of defects, losttrips, etc. From these sheets are compiled each day the de-sired records of car and motor mileage for the auditors use.Special reports of cars sent in for repairs (see Fig. 12), andof delays to traffic are made out daily by the despatcher on theblanks, shown in Fig. 13, for the superintendents office. Copies of this report are sent to the manager, mastermechanic and superintendent of track, as well as to the super-intendent of transportation. A defect card, Form A 152 (Fig.14), is used by the trainmen to record all damage to their cars,broken windows, trolleys, overhead lines, track and interrup-tions to service. On the reverse side of the card is a blankfor record of the investigation made by the line foreman, mas-ter mechanic or official to whom the damage is reported, witha record as to who is to blame for the occurrence. The actiontaken is noted and signed by the superintendent, and the wholereport is then approved by the manager. A similar card, calleda complaint card, Form A 151 (Fig. 15), is used in the super-intendents office
