nsportation problem of Philadelphia is renderedespecially difficult on account of the narrow streets, many ofthem being not more than 25 ft. to 30 ft. from curb to curb.As in other American cities vehicle traffic is utterly withoutrestriction. A wagon may stand alongside the curb indefinitely,or back up to the curb and discharge a load while the cartraffic is at a standstill. The passenger-carrying lines operatein only one direction on most of the streets, because there isroom for only one track, but on all such streets the unrestrictedvehicles may move in either direction, getting in the way ofone another and in the way of the cars without regard to lossof time. To attempt to place more cars on the streets withheavy traffic, in the words of an officer of the company, wouldsimply retard the movement of the present schedule.
