cal or mental standard should be re-duced; but he and they regard it as unjustto the midshipmen and unfair to the Gov-ernment that a boy who has been admittedto the academy after passing the rigid en-trance examinations physical and mental,and who has maintained a good averagestandard in all his studies, but who has beenunable to make a stipulated mark in any!one study, should perforce be denied a com-mission, and the navy thus deprived of anofficer who, although without the technicallytrained mind of a university professor, yetpossesses all the qualifications needed in anintelligent, efficient, and patriotic officer.Practical officers, not book sharps, in thePresidents opinion, is what the navy needs.
