ned and independentpolicy. Mameluke garrisons held the citadels, andMameluke governors ruled the land, while Nativerule was never thought of. The Bedouins, it is true,were an independent race; but with their rovinghabits, they never settled anywhere, nor held longtogether for any common object. With the Mame-lukes it was otherwise. Their party-hatred andinternal fightings notwithstanding, they were asreoards the outer world an integral and unitedOligarchy. And though not rooted as in a native soil,yet in course of time everything that was valuablein land had passed into their hands, and they neverhesitated to fill their coffers at the expense of thosearound them. Thus rich and powerful and unscrup-ulous, they were enabled to hold the people in abjectand unquestioned thraldom. These considerations may, in some degree, helpto account for the long-continued Mameluke suprem-acy in Egypt; but it must still remain one of thestrange and undecipherable phenomena in that landof many mysteries.
