They state "all rights reserved" but, as they explain in a comments on the page, this is because "[The City of Seattle] law department wants us to be clear that we cannot guarantee that non-city materials are free of copyright, and that users assume the responsibility for determining their copyright status. We are not claiming copyright for ourselves on these material..." Clearly a U.S. magazine cover from 1909 is public domain (pre-1923 publication in the U.S.).
