Description Temporary nighttime lane closures for Watt Avenue bridge are underway Aug. 15, 2013 in Sacramento Calif., as crews prepare to install a seepage cutoff wall in the levee beneath the bridge. U.S. Army Corps of Engineers representatives, the project contractor and the California Highway Patrol closed three lanes of traffic during non-commute hours in order to drill through the bridge to access the levee.
