Emile Bollaert est à Paris pour faire son rapport sur la nouvelle situation en Indochine.

Drapeau Viet-Minh 19 JUILLET 1947 : Remaniement du gouvernement Hô Chi Minh au profit d'éléments non marxistes en vue de faciliter les futures négociations. Vo Nguyên Giap est notamment écarté du gouvernement mais est nommé commandant-en-chef de l'Armée Nationale.

21 JUILLET 1947 : Emile Bollaert est de retour à Sài-Gòn après un mois passé à Paris.

11 AOÛT 1947 : Le courrier de Paksé au Laos est parachuté. Le représentant de la France à Bangkok P.E. Gilbert rencontre un émissaire de la VNDCCH qui lui indique les conditions d'un accord.

Emile Bollaert veut profiter de l'occasion de l'Indépendance de l'Inde et du Pakistan pour frapper un grand coup : prononcer le mot Indépendance, et annoncer l'arrêt unilatéral des opérations militaires contre la libération des prisonniers et otages.

AOÛT 1947 :

Manœuvres M.R.P. pour empêcher le Haut-commissaire, qui est convoqué à Paris du 12 au 29 août avec le général Valluy, d'entamer de vraies négociations avec Hô Chi Minh. Ils craignent une rapide dislocation de l'Union Française si l'Indépendance de l'Indochine est concédée.
