Fue construido por Antonio Zabaleta, entre 1839 y 1842, habiendo sido completamente rehabilitado a comienzos del presente siglo. Concebido como un paseo público cubierto, auna la función de zona de esparcimiento ciudadano con las necesidades mercantiles, siendo probablemente el primer edificio que ofrece una galería comercial cubierta, en España.

El interior se articula en calles y manzanas, reproduciendo, a pequeña escala, la estructura octogonal del ensanche de Santander. A partir de 1860, y tras diversos fallos de la cubierta, la misma debió ser substituida por un entramado de madera, ideado por Severiano Cecilia.

Tras la última remodelación terminada en el 2002, alberga una animada zona comercial y un amplio espacio expositivo a actividades culturales.
