English: I was following a link sent to me in an email to http://daccess-dds-ny.un.org/doc/UNDOC/GEN/N13/418/11/PDF/N1341811.pdf?OpenElement. Despite having the level of internet access shown below (1), I was unable to access the report for ten minutes. It's only because this is related to my PhD research that I've taken the time to follow this up and document it. For the thousands of human rights defenders in the developing world who have less internet access, the report would be far more inaccessible and they would likely have far less time to spend getting access to it.
I think the UN could increase impact if it put effort into sharing information in more accessible formats, to complement PDF files on the UN Official Document System.
