Vocational Education 53 THE MARYLAND PLAN FOR VOCATIONALEDUCATION The essential general conditions that must prevail for any schoolto qualify for vocational work under the Smith-Hughes law are:that the school must be under public control; that the instruction shallbe of less than college grade; that the instruction shall be designedto meet the needs of persons over fourteen years of age; that eachdollar of Federal money must be matched by a dollar of State orlocal money; and that the instruction must aim to fit for usefulemployment the pupils enrolled in the classes. Federal money is avail-able for the subsidy only of teachers salaries; maintenance items, suchas supplies, must be provided from other funds. Agricultural vocational departments may be organized in a highschool or in a consolidated school that has a sufficient number of pupilsabove fourteen years of age who desire the vocational work.
