, which fund was to be used toward the maintenanceof free schools. This amount was supplemented by one-half of thefines collected for violation of the act. The General Assembly of1723 re-enacted the law providing for one school for each of the,then existing twelve counties, such school to be centrally located.Each school had a Board of Visitors consisting of seven persons whoconstituted a body politic wilh rights to hold property, fill vacancies,etc. The schoolmaster was to have the ri^^ht of his plantation andthe sum of twenty pounds—less than one hundred dollars—for hiss,ervices each year. In 1732 an effort was made in the legislature tofound a college in Annapolis, but it failed as did other efforts tofound colleges until 1782 when Washington College was founded at

There was but little accomplished along the lines offree schools from 1732 to the beginning of the Kevolutionarv War. As the purpose of these introductory remarks is to speak of theincorporated academies out of which our system of secondary educa-tion has grown, the remaining comments will be confined to theirconsideration. In 1785 the State thoroughly committed itself to the policy ofgiving financial encouragement to academies and colleges. Themoney for these appropriations was first taken from marriage licensefees, this plan being substituted for the first bill to provide schoolrevenues by imposing a tax on bachelors. Washington and St. JohnsColleges were the only institutions to receive state aid until 1798.The appropriations to the Colleges in 1781, like the Act of 1696, wasregarded as an effort to concentrate the educational resources of theState; the Act of 1798 was intended
