Signature d'un accord militaire, suite aux accords du 6 mars, entre le général Salan, Vô Nguyên Giap et Vu Hong Khanh, un des leaders du V.N.Q.D.D., président et vice-président du conseil supérieur de la défense nationale de la VNDCCH. C'est un véritable carcan d'autorisations et de limitations qui restreignent les libertés de mouvement et d'implantation des Français.

Cet accord franco-viêt fixe les localités où le maintien de l'ordre sera la responsabilité des Français, celle des Vietnamiens ou celle de troupes mixtes.

Les Français sont autorisés à Hài-Phòng, Hà-Dong, Hongay, Dien-Bien-Phu et Langson.

Les Vietnamiens à Ninh Binh, Phu Ly, Thaï Binh, Than Hoa (Nord-Annam), Dong-Ha, Dong-Hoi, Da-Nang (Centre-Annam).

Les troupes mixtes sont elles, instituées à Hà-Nôi, Haiduong, Nam Dinh, Moncay, Cao Bang, Hagiang, Lao Kay, Lai Chau, aérodrome de Vinh, au Nord Annam, et Huê au Centre-Annam.

Lettre recommandée de Hà-Nôi pour Vinh oblitérée "HANOI R.P. / TONKIN" 3/4/46, arrivée "VINH / ANNAM" 12/4/46 avec mention manuscrite "avis laissé au liaison fransais" (sic) et divers "Di vang" (absent) puis retour à l'envoyeur et cachet arrivée "HANOI CHANH THAU CUC / BAC BO" 3/6/46.
