In February, 1904, when he became Secretaryof War, the Hay-Varilla Treaty was pending in the Senate.In a few weeks thereafter, it was consented to by the Senate,the Panama Commission was appointed, and early thatspring the second period of the construction of the Canalbegan. The work was placed by the President under Mr.Taft as Secretary of War. From that time until his retire-ment from the office of President, March 4, 1913, the con-struction was constantly under his supervision. Sometimethis history must be written.
