The history of the Panama Canal is divided into twogreat periods. The first covers the full discussion andfinal settlement of the question as to which route should beadopted, the Nicaraguan or the Panama; the negotiation ofthe Hay-Herran Treaty with Colombia, by which we weregiven the right to complete the Panama Canal, and underwhich we secured all the rights of the French Panama CanalCompany; the rejection of the Hay-Herran Treaty withColombia; the revolution of Panama; the establishment ofthe Panamanian Republic and its recognition by PresidentRoosevelt, the negotiation of the Hay-Varilla Treaty withPanama, by which we acquired dominion over the CanalZone, and the right to build the Canal from the Republic of 290

In February, 1904, when he became Secretaryof War, the Hay-Varilla Treaty was pending in the Senate.In a few weeks thereafter, it was consented to by the Senate,the Panama Commission was appointed, and early thatspring the second period of the construction of the Canalbegan. The work was placed by the President under Mr.Taft as Secretary of War. From that time until his retire-ment from the office of President, March 4, 1913, the con-struction was constantly under his supervision. Sometimethis history must be written. The chief crises in this workas he has recited them were the organisation of the force un-der the Commission, the adjustment of the relations of Pan-ama to the work under the treaty, the change of engineersfrom Mr. Wallace to Mr. Stevens, the consideration by anInternational Commis
