English: Rear Adm. Richard Gromlich, commander of the 13th Coast Guard District, is presented his certificate of promotion to rear admiral upper half by retired Vice Adm. Robert Parker, former commander of Coast Guard Atlantic Area, in a surprise ceremony at Coast Guard Base Seattle, June 30, 2014. Gromlich assumed command of the 13th Coast Guard District on June 28, 2013, and is responsible for U.S. Coast Guard operations and personnel covering 4 states (Oregon, Washington, Idaho and Montana), more than 4,400 miles of coastline, 600 miles of inland waterways, and a 125-mile international maritime border with Canada.
