Summary[edit]

Description
English: According to professor Lê Minh Khải this is a "certificate" (chấp chiếu 執照). It was submitted to the emperor/goverment by Tổng đốc Quân vụ Đại thần lĩnh/lãnh Sơn Hưng Tuyên Tổng đốc Hoàng 總督軍務大臣領山興宣總督黃 (the first characters on the right).

Lê Minh Khải states that you could translate this as something like Minister (Đại thần 大臣) and Supreme Commander of Military Affairs (Tổng đốc Quân vụ 總督軍務), Acting (lĩnh/lãnh 領) Governor-General (總督) of Sơn [Tây], Hưng [Yên] and Tuyên [Quang] (山興宣) , Hoàng (黃).

After that name and title comes vi bằng cấp sự 為憑給事 (on the matter of a bằng cấp). This term, bằng cấp 憑給, is interesting, as it doesn't exist in China, as far as Lê Minh Khải knows.

In any case, this is the classic way that such a government document is written. It starts with the name of the person submitting the document, and then it has "on the matter of. . ." (vi. . . sự 為. . .事). Then it has Chiếu đắc. . . 照得. . . ("Based on. . .), and goes into the details.

Then at the end of the document, on a separate line, it has information that labels what the document is (and this is very common in such documents too) 右憑給左勇奇隊率隊阮文語文執照

"To the right is a bằng cấp 憑給 certificate 執照 for 左勇奇隊率隊阮文語文

Ah, and it's 左勇 (tả dũng).

Lê Minh Khải isn't not quite sure how to translate this: The Special/Crack/Elite Company of Braves of the Left 左勇奇隊 Company Commandant 率隊, Nguyễn Văn Ngữ??

As for the seal. . . Lê Minh Khải can't make it out. However, it must be Hoàng's seal, so perhaps that title is in there.

Lê Minh Khải claims to have seen bằng cấp in documents from the early 20th century and thought it was a translation of a French term, but said that I was right on the date with this one, it's during Tự Đức's reign, so that this term must have been in use in pre-colonial times.
