English: Retired Maj. Gen. Charles Gailes tacks on the rank after promoting Steven M. Davenport to the rank of lieutenant colonel April 19 in Tuscaloosa, Alabama. Davenport is presently the operations officer for the 31st Chemical Biological Radiological Nuclear Brigade, Alabama National Guard. Tacking on rank is a longstanding Army tradition. Although the sledge hammer appeared daunting, it landed a light tap and hardy congratulations from mentor to protégé. Standing with Davenport is Col. Lee M. Ellis, commander 31st CBRN Brigade, and Col. Ronald M. Neely. Davenport will relieve Neely as deputy brigade commander for the 31st CBRN Brigade.
