Paris ayant refusé de modifier les accords paraphés en Baie d'Along le 7 décembre 1947, Bảo Đại, qui refuse, lui, de les signer ainsi, accepte néanmoins que soit formé un «Gouvernement Central Provisoire du Viêt-Nam» sous la présidence du général Xuân, Chef du Gouvernement Provisoire du Sud-Viêt-Nam à Sài-Gòn, Bảo Đại ne voulant pas y participer lui-même.

MARS 1948 : Le territoire vietnamien, qui était divisé en quatorze «zones de guerre» (Chien Khu) essentiellement militaires est désormais divisé en six «interzones» (Lien Khu), vastes circonscriptions politiques, économiques et militaires jouissant d'une large autonomie. Chaque «Interzone» est divisée en provinces (Huyen), districts (phu) et villages (xa). Des Comités de Résistance et d'Administration, "élus" ou non, sont créés (Uy Ban Khang Chien / Hanh Chinh UCBK/HC). Ells jouissent d'une autonomie presque totale. Les villages sont organisés de telle manière que tous, suivant leurs moyens, participent à l'effort de guerre. Le Tonkin est désormais divisé en trois interzones (Lien Khu) : I, III et X, l'Annam en deux interzones IV et V, et la Cochinchine constitue une seule interzone.

Bien que la décision officielle date de mars 1948, il semble que l'organisation en interzones ait été au moins partiellement mise en place depuis 1946 (voir les mémoires de Vô Nguyen Giap sur le Clash de Hà-Nôi).
