Description Homeless person walks to his usual street corner to panhandle for money before going to a dope spot to score heroin, Oct. 16, 2015, Syracuse, N.Y. Recently, Syracuse, N.Y. was statistically ranked number one for poverty and several town hall meetings have been held to come up with ideas on how to resolve the increasing heroin problem sweeping across the city.
