Le palais des Normands a été remanié de très nombreuses fois, il abrite aujourd'hui le siège du Parlement sicilien Ce site est occupé depuis l'époque punique, des éléments de remparts carthaginois ont été trouvés dans les sous-sol du palais. A l'époque arabe, se trouvait à cet endroit le palais de l'Emir (Qsar) que les rois normands se sont appropriés et qu'ils ont transformé.
