Description
English: Left to right: James M. Landis, Dean of Harvard Law School; Walter Stacy, Chief Justice of the Supreme Court of North Carolina; and Dr. Harry A. Millis, Chair, Department of Economics at the University of Chicago. Landis, Stacy, and Millis were the three members of a fact-finding board appointed by President Franklin D. Roosevelt (pursuant to his powers under the Railway Labor Act) to investigate and make recommendations to the President regarding a major labor dispute. The Chicago Great Western Railroad had demanded a 15 percent wage cut affecting 960,000 workers. The fact-finding board vetoed its request. This photo was taken October 29, 1938, as the board made its report to the President.
