The image is cropped from a book called The Cooperative Research and Training Center of Vietnam Terminal Report by Carl R. Hutchinson. The book itself may not be a government work of the Republic of Vietnam but the insignia is and it also appeares in other official publications of the Republic of Vietnam. |
