Description
English: A U.S. Park Service Police Officer takes video of spectators observing an incident in which the USPP had kettled a group of people at 12th and L NW in Washington, D.C., on Inauguration Day. The USPP officer has his back to the kettled in this photo.

The U.S. Park Police had kettled (cordoned off) this group of marchers up against a building (1201 L Street NW). They were there for some time and most were probably arrested. Some arrests were being made. Meanwhile, the Metropolitan Police Department of DC kept the other thousand or more protesters and bystanders back a short distance. The much larger group appeared reluctant to depart while the kettled were held against the building by the Park Police. Meanwhile, just a few streets away, other large groups of protesters were circulating and marching, and the Inauguration itself was taking place.

Some Air National Guardsmen mingled with the protestors and other bystanders while all watched and waited for what would happen to those kettled off. To a general bystander, this appeared to be a USPP tactic to occupy the protestors and keep them away from the Mall and parade route. Even if that was not their intent, it seemed to work out that way. While semi-violent disturbances (some property destruction) may have taken place at another location before these people were kettled, there did not appear to be any issues or violence to explain why these people were detained. Some it turns out were journalists and legal observers. The case will undoubtedly be settled in the courts.
