Richard (Rich) J. Guadagno was a U.S. Fish and Wildlife Service employee who devoted his life to the conservation of natural resources. Rich was Refuge Manager of the Humboldt Bay National Wildlife Refuge from march 12, 2001 to September 11, 2001.

While returning to California on September 11, Rich's plane, United Airlines Flight 93, was hijacked by terrorists and crashed in rural Pennsylvania, killing everyone on board. Rich, a Refuge Law Enforcement Officer, died as a hero on Flight 93, one of several who prevented further tragedy at the cost of their lives.

On January 16, 2002, President George W. Bush signed into law H.R. 3334 designating this building the "Richard J. Guadagno Headquarters and Visitor Center." It is a fitting tribute to a courageous and dedicated employee who loved his country, the National Wildlife Refuge System, and the Humboldt Bay national Wildlife Refuge. Rich's memory will be honored through the many people who continue to be inspired by the beauty of the refuge. Rich worked his entire life to make the world a better place. He will live on in the hearts of Americans everywhere.
