elected him as CountyTreasurer, which position he held until November, 1880. While holding theoffice of County Treasurer he was elected to the City Council from the SecondWard in Kankakee, where there was a close contest. He served two years. InMay, 1880, he was nominated for State Auditor by the Republican party, by themost remarkable and dramatic convention that ever assembled in this or anyother State. It lasted three entire days, with two all-night sessions. GeneralGreen B. Raum was the chairman and demonstrated remarkable ability as apresiding officer; it required patience and forbearance, as well as firmness andknowledge of parliamentary law and usage, to preside over that body. LongJohn Wentworth was a conspicuous figure in that convention, and contributedmuch to Mr. Swigerts nomination. The Republican State ticket was electedby over 42,000 plurality. Mr. Swigert qualified as Auditor of Public Accountsand Superintendent of the Insurance Department, January 10, 1881. He was 626
