Министр финансов США Генри Моргентау в своём меморандуме (сентябрь 1944 года) отразил общую точку зрения членов антигитлеровской коалиции, выразившуюся в намерении сделать Германию , с целью исключения возможности её агрессии в будущем, исключительно сельско-хозяйственной страной. Но жизнь показала, что ослабление промышленного потенциала неизбежно ведёт к упадку сельского хозяйства. К тому же 22.02.1946 г. советник посольства США в СССР Джон Кеннан послал в Госдеп «длинную телеграмму». -По его мнению атмосфера осаждённой крепости, окружённой врагами во внутренней политике и непрекращающаяся идеологическая и территориальная экспансия с использованием силы вовне, являются условиями, без которых Советская Россия не может существовать . Кеннан считал причиной этого воинствующий марксизм. В подобной ситуации было бессмысленным и крайне опасным оставлять Европу и, в особенности, Германию экономически слабыми. И потому логически естественным было принятие предложенного в 1947 г. государственным секретарём США Маршаллом плана, являвшегося прямой противоположностью плану Моргентау Однако "поджигатель холодной войны" - Кеннан был против создания НАТО, справедливо считая этот шаг поводом для продолжения советами своей политики.
