«Прямоугольное полотнище с отношением ширины длине 2:3, на всю поверхность которого распространена композиция из герба муниципального образования, выполненного в красном, синем, белом и жёлтом цветах».

Описание герба: «В червлёном поле, под вырезанной лазоревой главой, образующей тонко заснеженную серебром гору с двумя плоскими вершинами (при этом вершина справа широкая, а слева — узкая) и плоской же седловиной между ними, — серебряный олень с золотыми рогами и копытами, скачущий к расположенной справа и бегущей влево серебряной волне, переходящей в тонкую серебряную кайму лазоревой выщербленной оконечности, обременённой серебряной рыбой кета».
