Description
Français : L'octroi, en France, n'est réellement organisé que vers le XVIIe s., mais il apparait bien avant.

Cet impôt local, perçu par les administrations communales dans des bureaux dédiés ou “barrières”, concerne nombre de produits de consommation courante. Sont ainsi taxés, à titre d'exemple:

  • boissons fermentées type vin, bière, cidre et “poirés” ou encore hydromel... très populaire autrefois;
  • huiles, sucre, café...;
  • certaines viandes/volailles, poissons;
  • combustibles comme le charbon;
  • bois et autres matériaux de construction etc.

Avec les “centimes additionnels”, autre prélèvement opéré à la guise des municipalités, cela peut représenter une part importante des ressources, surtout pour les petites villes. Le fruit des recettes est affecté à l'aménagement de la voirie, entretien des fortifications...

L'octroi ne cesse définitivement, en métropole, que dans l'immédiat après 2nde guerre mondiale, alors que sa suppression était réclamée depuis près d'un siècle.
