hang was forced by thecounter revolutionists to retire from Nanking, which hehad held for the Imperial Party. Seeing that the mon-archy was lost, he and his soldiers kept prudently quietuntil the second revolution. In some mysterious way hewas employed by Yuan Shih-kai to drive out the secondrevolutionists from their position in Nanking. Here wasa rare chance for the pig-tailed robbers to retake thecity and wreak their vengeance on the inhabitants. Inthe summer of 1913 the army of General Chang besiegedNanking. Many of our missionaries remained inside thecity during this trying time. Some of them knew Changpersonally and used their influence to turn him from hispurpose of massacre and pillage. The wily chief actuallyissued a proclamation guaranteeing safety and peace tothe inhabitants of the city and a missionary had it postedup on the street. But no sooner had the defending armycapitulated than the cruel soldiers treacherously beganthe work of slaughter among the unsuspecting people.

Pillage of the peaceful inhabi-tants with the consent of the chief was a mere incidentof the war. President Li became restless.
