CAIRO, EGYPT. STREET WITH NO PAVEMENT. Such streets are used from necessity, not for pleasure. things seriously affect the pavement, and especially its maintenance orrepair. When access to such conduits becomes necessary, indiscrim-inate destruction of the pavement too often results. Full power toregulate this matter should be placed in the hands of a single official,who, in turn, must be responsible to the elective or appointive powerabove him for the proper fulfillment of his duties and the maintenanceof the pavements.
