DU 6 MARS 1946.

6 MARS 1946 : Signature à Hà-Nôi de la « Convention Préliminaire franco-vietnamienne » par Jean Sainteny et Hô Chi Minh. La France reconnaît la République du Viêt-Nam comme un État libre, faisant partie de la Fédération Indochinoise et de l'Union Française.

En ce qui concerne la réunion des 3 «Ky» (Tonkin, Annam, Cochinchine) un référendum tranchera.

Le gouvernement du Viêt-Nam accueille amicalement l'armée française venant relever les troupes chinoises et qui sont chargées d'assurer l'ordre public et la sécurité du territoire pendant 5 ans, une annexe en précise les conditions. 15 000 soldats français sont autorisés au départ et 3 000 devraient partir chaque année afin qu'il n'y ait plus de soldats français en mars 1951.

Ces négociations ont été menées par Jean Sainteny, Commissaire de la République au Tonkin et son équipe (dont François Misoffe), le général Salan commandant les troupes d'Indochine du Nord et de Chine et son adjoint le Colonel Crépin. Tous dépendent hiérarchiquement de l'amiral d'Argenlieu.

Comme suite à l'accord diplomatique franco-chinois de Chungking du 28 février, arrivée à Hài-Phòng de la Marine Française dont le «Triomphant» et l'«Émile Bertin» à bord duquel se trouvent le général Leclerc et l'amiral Auboyneau.

Les militaires chinois ouvrent le feu et font 29 morts coté français. Des pourparlers se nouent entre les officiers chinois, des officiers français venus de Hà-Nôi et le général Valluy descendu à terre. On connaît des lettres oblitérées de l'agence postale de l'Emile Bertin le 8 Mars 1946.
