The ordinance as passed provided for the licensing ofall motor vehicles operated on the public streets for thetransportation of passengers for hire and became effec-tive Feb. 6, 1921. This ordinance made it necessary foreach motor vehicle to carry a license, obtained from theMunicipal Council and subject to the approval of theMayor, which must be renewed annually. Such licensesas granted and approved by the Mayor, however, did notbecome operative until a security amounting to $12,500by bond or otherwise had been deposited with the citytreasurer for each motor vehicle having a seating capac-ity of twenty-five and an additional sum of $500 foreach additional seat. Gloucester, so far as trolley car service wasconcerned, was isolated and the only means of reachingthe city from outside points was by the steam railroador by a motor bus line from Beverly via Manchester-by-the-Sea. Immediately upon cessation of the trolley service in-dependent jitneys flocked to the city from neighboringpoints and attempted to handle the traffic. For morethan six months this was the only means of transporta-tion that existed. There could be but one answer,namely, the unregulated and unorganized jitney, withoutfixed and co-ordinated schedules, and with each owneroperator trying to cut everybody elses throat, so tospeak, failed from a transportation standpoint to renderefficient service to the community as a whole.
